begin with major stories

with great salaries come great

responsibility and potentially greater

scrutiny as Minister of Finance and the

public service Dr Nigel Clark agreed

members of the political director have

seen a major upgrading their salaries

should be held to a higher standard of

accountability the minister explains how

they perceived imbalance within the

compensation restructuring process

across the public sector was a major

hindrance to its earlier implementation

We Begin team coverage with my colleague

Joel croskill

the continued outrage surrounding the

Optics of a significant increase in

salary for public servants at their

highest echelons are being explained by

Minister of Finance Dr Nigel Clark as

inappropriate for a nation ostensibly

aspiring towards first world status

we have to make decisions that are in

the best long-term interest

of Jamaica

we need the public service to be an

institution

that the most talented Jamaicans

with the widest of opportunities at

least some of them

can see a career in the public service

as a first choice Dr Clark says that it

was not for a lack of funds why the

public sector compensation revision has

taken as long as it has to initiate he

Intimates that consecutive

administrations instead shied away from

the impact they may have on public

perception he noted one scenario that

Illustrated a common retort to the wage

reforms another question has been asked

wait a minute how you said that you

never had any more that the teacher then

couldn't get no more it's a question of

materiality if we were

to

not increase compensation for those in a

political directorate and apply all of

those amounts

for the first year

to let us say any of the major groups

let's just choose one of them teachers

it would have resulted in a difference

in compensation of about

fifteen hundred dollars per month

according to the Oxford educated

mathematician and Economist the equation

therefore becomes one of Leverage and

performance

the observation that increased levels of

compensation must be accompanied by

higher levels of accountability and

performance standards I could not agree

more

and what I say to that is that when you

adequately compensate those who are

vested with leadership responsibilities

across the public sector

the bargaining power of the employer

increases

and in this case that bargaining power

is the people

Economist Dr Andre Horton has provided

more context on the Myriad concerns

among the disgruntled public he also

weighs in on the near 200 hike in the

governor General's salary and the

increase in salaries for local

government Representatives with another

recent Revelations about the governor's

General salary has brought into Focus

the need to expedite the country's push

for Republic status this as the king's

representative sees his salary move from

12 million dollars annually to as of

April 1 this year 34 million dollars

enraged Jamaicans departed from the idea

that he represents the Monarch on

ceremonial occasions such as a

ceremonial opening of parliament the

presentation of honors and Military

parades and under the Constitution he is

given authority to act in some matters

for example in appointing and

disciplining officers of the Civil

Service pieroging Parliament and such

Independence

to make your general population become

what we call self-reliant people and

while many were overly detained with the

idea of refuting the mega salaries of

the Prime Minister and other

parliamentarians few took note of the

increase afforded to the local

Representatives who often encounter and

treat with the needs of the masses

through a political process we operate

that's all the political welfare system

where irregular welfare system of the

economy does not provide a buffer for a

lot of the people who are poverty and it

is the counselors who are only grown

most times and they face the growth of

of the pressure so the idea is this we

have to look fundamentally

at the industries of Labor is employed

need for balancing the scales insisting

the recently rolled out salaries appear

in some ways more favorable for many who

have done less for the people of Jamaica

who are collecting salaries and then who

are making the salaries of the

under the Jamaica Council of churches is

this evening calling on the government

to roll back the recently proposed to

pay hike for political officials The JCC

notes the pay hike given the background

of economic conditions of the average

Jamaican and especially the poor is on

gracious and inequitable the Council of

churches says there are imbalances

between the salaries of high-ranking

public servants and government officials

and agree that this state of affairs is

unacceptable they further State they

fear that the outcome of such a Pursuit

could simply maintain the status quo and

worsen the disparities which exist

they're calling on the government to

reconsider its intentions and recast the

salary packages for government officials

which bear sensitivity to and solidarity

with the conditions of the ordinary

Jamaican and reflects equity in both

qualitative and quantitative respects

meanwhile the private sector

organization of Jamaica the psoj and the

Jamaica manufacturers and exporters

Association are calling for

accountability and transparency in

relation to the salary model the groups

are imploring the government to take

immediate action in implementing

measures that will reassure citizens of

their commitment to good governance and

improved productivity and we'll have

more on that story later in major

stories

a suspected leak of the Caribbean

secondary education certificate to see

second math paper 2 on Wednesday is now

the basis of an investigation by the

regional examination body CXC the claim

has left you many stakeholders including

the regional body concerned and worried

with some candidates questioning if

there will be a need for a reset or from

there's growing worry and concern among

stakeholders in the region after claims

that the c-sec mathematics paper 2 exams

Sat by students on Wednesday may have

been leaked on Thursday the regional

examination body announced the launch of

an investigation into those claims CVM

scope of the investigation and the

potential outcome but was advised it's

too early to say whether a reset might

calls from anxious students and

Guardians unsure what the investigation

Trinidad and Tobago resulted in a

regional probe that impacted all the

participating countries the local office

advised however they were unable to

speak officially on the matter as all

calls are being directed to their

headquarters in Barbados when our news

team was transferred to the head office

we were automatically rerouted to the

local office efforts to get a comment on

the matter from the local registrar at

the overseas examination commission

yielded little success they operated

there advised that she was new and

didn't know who to advise us to speak

with she however advised they did not

wish to comment on the matter either

several calls to the education

he was pronounced Dead on Arrival Miller

was seen lying on his right side in a

pool of blood with what appeared to be

gunshot wounds to his left foot left

shoulder abdomen and upper body he was

taken to the Cornwall Regional hospital

where he was pronounced dead it's also

understood a man who received a gunshot

wound to his left leg drove himself to

the Cornwall Regional Hospital along

with another injured person who received

a gunshot wound to the buttocks they

were admitted in serious but stable

condition in the meantime our new team

do not object to the new salary increase

they do believe there has been a lack of

communication with the public on the

justification for these pay hikes when

sections of the population have been

plagued by the effects of high inflation

and many years of low economic growth

the psoj and jmea says given the massive

salary increases the public will now be

expecting a significant Improvement in

the performance of its recipients they

are urging members of the public to

utilize the Jamaica accountability meter

elected officials as these tools will

ensure transparency in the political

should be a clear criteria by which

parliamentarians are regularly evaluated

for their performance it's up to the

cabinet and the team leaders of the

respective parties

and to be able to hold

um their members

um accountable for their performance

and it does seem from the outside

that it is uh it's not very formalized

in any respect he says a lot of

Education surrounding the increases is a

natural source of anger for much of the

public and so what we have is a

situation for many many years there's

been no increase and

um

and they were their salaries were too

low and then

um without

proper communication to the general

public uh without adequate communication

these salaries were just announced and

the salary level the increase in the

salary level seemed massive however

president mufoud is in agreement with

Finance Minister Dr Nigel Clark's

statement that the salary increase is

strategically important in attracting

Brilliant Minds so the salary

level has to be good enough to attract

top quality people who are looking for a

career in politics and who are looking

to do good for the country and but they

have their families to look after and

they have to have a salary that will

allow them to be comfortable moreover

both organizations believe that going

forward it is important for the

government to implement a system for

regular objective salary adjustments to

prevent a recurrence of the current

situation

government has announced to progress in

the implementation of the national

identification system Natalia Clarke has

the update

Full Speed Ahead for the rollout of the

national identification system needs

says for the ID to serve its intended

purpose the government is on a mission

to make it more accessible and useful

this calendar year the government will

go to Tender to select contractors to

commence a modification of an additional

19 post office to expand access to the

National identification card where

presently Madam speaker of finishing the

enrollment center at the post office

more and constant spring he adds a post

office spaces will be used to create a

modern state-of-the-art enrollment

facilities for interested Jamaicans and

we don't have any other test series

before our world championship game in

over three years it was to help us get

championship we have a lot of young

talents coming up and we need this

league to help them the previous leagues

we had six teams this time around we

only have four but due to sponsorship so

and playing netball in Jamaica despite

for her outstanding performances in the

will improve for Beckford it was the

first time she was playing on a winning

franchise team with Manchester Spurs and

she was delighted with that opportunity

this is my third title in the elite

I lived in attack so I'm just happy and

good evening and welcome to a live

discussion with the recent debate

surrounding the considerable wage

restructuring for members of the

political directorate tonight we revisit

the recommendations of the 1990

carlstone report which provided a

pathway towards improving the

accountability and performance of

members of parliament to discuss we're

pleased to welcome two of the original

members of their Stone committee joining

us by Zoom we have the Reverend Ronald

Thwaites former minister of education

and to Dr Lloyd Barnett who is a

constitutional lawyer

gentlemen good evening and Welcome to

our discussion

thank you for writing us thank you so so

let me start with in preparing for this

discussion I came across a very

interesting article that was written in

2002 by Juan D.K Duncan the late DK

Duncan who was giving a perspective his

own perspective at the time of the

report and we're asking where was the

report and so he would have made the

point that to his best knowledge

carlstone would have held strong views

that MPS should have known specific

duties and it raised the questions where

are the other voices of the members of

the committee calling for these measures

to be implemented from the inside of

Reverend three says you're sat on the

cabinet a former member of parliament

has there been any clamor from within a

political Administration for the

recommendations of this report to

actually see the light of day

not took my knowledge they've been

sporadic references to recommendations

that were made but there's been no

sustained advocacy for for them to be

affected

Dr Barnett to you as a member of the

committee your your general reaction to

What has really happened to this report

since the 90s when it was commissioned

but unfortunately it was not followed up

uh it had two different types of

recommendations whatever they think the

Constitutional changes and one which was

really

terribly living in terms of reference

which was in relation to

establishing systems which would ensure

the monitoring of the performance of

members of broadland and some measures

of accountability based on that

monitoring but none of the

recommendations uh

was implemented and I don't record it is

being further

and and so the question the question

then gentlemen is what should members of

the public make of this that an

Administration would have asked for an

academic to share a committee establish

the committee a report would have been

submitted and there has been no

follow-through how should members of the

public are we not serious about

accountability particularly as it

relates to members of parliament and

members of the political directorate

but first of all the one of the

recommendations was that public of

public disclosure of np's finances and

assets that doesn't in fact take place

very rigorously

even even as a retired Member of

Parliament for a period after leaving

the house I had to account and even now

in dealing with financial institutions

my family and myself are are put to pins

because we are politically exposed

persons now the

disclosure is not done publicly which is

probably what uh is is appropriate to to

be considered but that particular one

has had some traction

what should we say about the others

um we look here we live in a in a

political context the governance context

where the Prime Minister has a very

extensive Powers there is no formal

accountability by a member of parliament

uh there are certain obligations and

responsibilities which you take unto

yourself but if you don't perform them

uh no one calls you to book in any uh

immediate or or a structured way

until the next election

and Dr Barnett I want to bring you in

here and I want you to put on your

constitutional hat so we have these

recommendations and we're on a path now

to constitutional reform is this the

time to start looking in a serious way

of making some changes to ensure that

we're not left up to a particular prime

minister but there are they act to to do

that push but it's actually mandated by

the highest law of the land the

Constitution to to ensure that there's

some level of accountability is there

any room in this reform process for that

in one of the eras we sometimes mean is

that you can only effect improvements

not mending the Constitution itself

you can have constitutional changes

including the one that preventation just

mentioned with the ultimate in the

Constitution which is a far more

formative returns

but there are lots of ways of ensuring

accountability and the measurement of

performance

which do not require Constitutional

Amendment and that report and suggested

several things which could have been

done and also have been known but this

were not done and which we need to

revisit in order to see uh whether they

are or relevant and still are and how

best they can implemented with their

Rewards so let's go through a few of

them and let's pick some that we that

well and we can decide whether or not

they are relevant and can be done even

in the mediate one provide a list of

specified duties for members of

parliament to perform related to both

constituency and parliamentary functions

Reverend thwaits how difficult is that

one to enact

uh if that is possible

um one list won't do because the

responsibilities so it would have to be

quite General if it were for everybody

um the responsibilities and duties of a

a deep rural Member of Parliament for

example are quite distinct from those

that are

necessary in a city constituency such as

one where I serve four terms but yes

there needs to be

um what do they call Key performance

indicators that that is definitely so

all right and and let me read for you

this was part of Dr Duncan's uh article

in 2002. he said I I know from personal

experience as a former General Secretary

and former minister of national

mobilization that politicians don't like

to be monitored or held accountable

Reverend thwaits is that so

uh

maybe that was true for Dr Duncan or his

uh in his plan uh I have no I had no

objection to being uh to being monitored

there is a there are limits and there's

a context to it

um having a provision for recall for

example is necessary but it can be used

very mischievously and can destabilize

government which is is to it is to to

contradict its original intent so we

have to be be thoughtful about what

we're doing but

um I think most of us accept that there

ought to be some measure of

accountability which really know is is

hit or miss

Dr Barnett this right to recall let's go

to that one we have some semblance of it

in terms of what um the constituents in

Portmore they're able to do with their

directly elected mail how difficult is

it for us in terms of our legislative

arrangement to ensure that that happens

and not so long from now we're always

still very difficult

system to administer efficiently

because in a political context it can be

used by a majority

so

punish the minority and it can result in

constant

bickering and political facts it does

not as far as my researchers go worked

where anywhere

and I have no

evidence that it would work in Jamaica

imposter it and efficiency so I don't

think that is the it sounds attractive

but I do not think that is

uh so

right so I in fact I was going to ask

you if there's any modeling any other

jurisdiction that we can look to you say

that your evidence is that there is

where you are recording some places in

the United States for instance in

California because we're in Australia

here

because it is operated and session

essentially on a political basis

doctor threes I saw you nodding and so

my my question is something that I've

been reflecting on whether or not her

own political system and political

culture perhaps more so that it's almost

self-defeating in some of these things

that we want to see implemented to

ensure great improved levels of

performance in terms of the members of

the political directorate are we

self-defeating in terms of let's go back

to a question you asked earlier about

monitoring on the performance of uh

members of parliament

there is no statement on a regular basis

by any Member of Parliament as to what

he or she has done

in the constituency why can't we have a

regular reports

bang each member of parliament as to the

perhaps empowerment by a member of

parliament in respect of the welfare of

that members consequence

you don't have private members motions

um yes

I I left a number of them on the on the

other people and alertable 23 motions

that were uh were not debated many of

them had to do with the general concerns

of the people I represented

um but a parliament doesn't want to hear

about that you know

um Parliament wants to hear what the

government uh says it is doing and they

set the agenda and you could you could

be as as

um Avid as as you you ought to be and

they'll brush you aside that is my

experience Parliament has been the

Parliamentary experience for me although

we're in Noble and honorable effort

which I'm privileged to have taken part

of was in very many respects uh

frustrating and a waste of time

for a long term

I insisted

on my questions being answered they

asked and pressed but I don't hear

anybody pressing I insisted on my

emotions me in the building I don't care

people consisting keep on look at the

qualities the system are very important

and helpful system of having opposition

members shared from it it was

established by prime minister golden and

it was changed and there was no protest

there's no way where protests about

something which was so important and it

contribute so much photography I I would

I want to come back to the

recommendations but I must interject

just just here and so in the context of

the storm that's raging about

parliamentary salaries and to the point

that you've just made then a person's

perhaps don't even know what their MPS

sound like in Parliament they've never

seen them rise to make a contribution

they only see them knocking the bench

and so and so I want your comment as

though do you think this

this is Justified as relates to these

salaries because we are not seeing you

know for what we expect our elected

representatives to be doing I'm

reference

and the increase in in pair is

absolutely uh Justified I I'm always

called for it well certainly the last 12

years before I left the house

um Parliament terrorists are very badly

paid and few people know how how how how

how poor many of them retire and have to

seek charity from government and

elsewhere that is a fact even at the

highest level

the uh increases that have been

announced now are unto one and excessive

and only will increase inequity in the

society and and create cynicism and

anger among those who are treated less

favorably and who no longer trust or

think that parliamentarians are going to

defend their interests

Dr Barnett before we go I want to say

one more point from the stone report

except well

change your constitutional um change

your Constitution from the British

parliamentary system to a presidential

system with an elected president is that

recommendation that we still should um

consider debate is it being debated now

it is being considered there are lots of

Lots I don't know what the percentages

but there are a number of people who

have that question I personally don't

think it's a good idea because again

when I do the survey

worldwide

there is a very great danger in shifting

to that system

because it only

emphasizes the personality of one person

and that person's

ascendancy of everyone else

you are seeing very great dangers in the

United States which will be held

opposite

and I think that any comparative study

of the international

experience indicates that a

parliamentary governance is still is far

superior to the presidential system

Cricket West Indies on Thursday

announced a significant change in the

travel and accommodation policy for the

West Indies women's Senior Team with

immediate effect the members of the

women's Squad will travel business class

for all long-haul international flights

and be accommodated in single rooms for

all International assignments bringing

it in line with a policy for West Indies

senior men's tours the decisions were

made at the first CWI board of directors

meeting following the election of the

new president Dr Kishore shallow in

March the West Indies women will be

playing their next International

fixtures against Ireland in June and

July with the schedule to be announced

shortly following this they will have a

tour of Australia in October where they

will play three one day and three T20

International
