video or a stream in VLC media player go
to the file that shows the problem right
click on it and select properties in the
properties menu switch to the security
tab and click on the advanced button
click the Change button at the top
now type administrator in the Box
associated with enter the object name
click check names amend choose and click
OK here you can click to apply then
click OK and ok now again right-click on
it then go to properties go to Security
tab this time you can choose edit option
here you can select administrator and
then on to deny option UNTAC all deny
options

see now the file is successfully playing
