The governor declared a state of emergency and a search-and-rescue operation is underway after baltimore's Francis Scott Key Bridge collapsed overnight as a result of a ship strike. The Key Bridge was a steel truss bridge that had three center spans held up by piers. Engineering experts told 11 News they question why the bridge piers were built so close to the shipping channel. Experts said the bridge piers were not built to handle the type of impactful force and that bumpers would have helped.
